I neglected to mention that BO only comes down on those over whom he has some power. He is trying to buy the Arabs and Muslims but is trying to control Israel through withdrawal of financial support and needed hardware.

He'll have to face Congress to do that. Unlike Bush 41, he will be asking Congressmen to lose the votes of people who DID vote for them. Also, he has already given up his leverage over the Israelis. What he wants is so obviously unrealistic and so obviously playing into the pro-Pal narrative that even the Israeli left won't support it, let alone the Israeli government. Israel's pressing concern is Iran, and Obama has already told them he won't be much of help there. Their only question (and Obama's only real threat) is how much of a hindrance he will choose to be. But I don't think any world leader has concluded that Obama will follow up his threats with action. He will have to prove it, but he will have hell to pay with Congress if he chooses Israel as his example.
