I'd guess that the H1B visa program does not include nursing, or if it does, it is not used significantly.

Someone here commented on police/firemen pay relative to engineers. An important point is that much of an engineers work can be done by someone in China or India, but dosing your house when its on fire or providing safety in your neighborhood, or critical nursing care cannot be. That is at least a factor in those salaries.
