Well, you are excused then....I'm far from a bureaucrat. Apparently anyone that uses terms you don't understand now is a "bureaucrat." Also, I've notice you've been using the phrase "thinking outside the box" a lot lately. Is this a new term you just learned when someone tossed you out of your sandbox and you had think for a change instead of play? Can't imagine how else it could apply to you.
