Its not like Texas is some sort of hell, totally falling apart because of lack of state services. They haven't gone crazy like CA, NY, and some other states have but state and local governments in TX spend maybe 80% of what CA's governments spend per resident.

Yes, and that's because many of its poor people have moved to CA to take advantage of that state's services.
