Rarely. It has been witnessed in only a few hundreds species, and you have to question the objectivity of the observers (after all, who would be interested in homosexuality in animals besides -- you got it -- homosexuals?). There is nothing "normal" about it. It is aberrant behavior wherever you find it.

Not that there is anything wrong with it. If you want to give blowjobs to guys, take it up the ass, or do whatever you want to, that's your business.
