I see that TPI isn't the only small cap Chinese stock that's moving up. There are many that seem to be doing well now.

With TPI and others moving up now and some of my Chinese small caps not, or not so much, one conclusion -- maybe the right conclusion -- could be to switch to buy TPI/other movers and sell or just hold the one's that I have that aren't moving so well.

What I'm going to do though is go back and review all my Chinese small caps, esp. the ones where I'm still holding losing positions, and see if I want to add shares.
Some of them appear to trade at low valuations (fundamentals) similar to TPI good metrics. They may yet join the parade.
