What concerns me......does this mean that China doesn't have control over NK so that they too have to go the UN route?

China has control over NK, but probably doesn't want to exercise it. It's not their style; they are business people, politically agnostic. It's important that we give them political cover.

When was the last time we got China and Russia to go along with a US UN resolution? It's extraordinary.

Who knows? If I were to guess, China is backing down from unconditional support to something which is more nuanced. Granted, this will drive Tenchu nuts, but this is how real countries act.
