if the bonds were real, the swiss bankers of low moral turned in the shy japanese to the greedy italians in exchange of 10% of the 40% that the italians will take from the japanese
presumably

should the bonds turn out to be fake, then the swiss bankers of high moral turned in the furtive japanese to the honorable (or duped by swiss who were going to be duped by the japanese) italians, i would guess

or, the truth is somewhere in between the two extreme scenarios

the only reason we are in doubt is because the couriers of the bonds were not nigerian. had they been nigerian, the bonds are ... real?
