Why? He was totally under our thumb, represented absolutely no threat to anyone except Iraqis. His military had been destroyed in the Gulf War, which is why it didn't show up when we invaded.

During the entire Clinton administration, he played with America like a little toy, time and again requiring us to move assets to the region to get him to back down from a belligerent position.

Everyone, including Clinton administration officials, BELIEVED he was a threat. Regime change was the official policy of this country from the time of the Gulf War forward.

And by removing him, we had a shot (before Obama was elected) of having an Iraqi government that was a democracy and a positive influence for the region. Whether that will play out now is hard to say.
