I think all the former Cold War foes have institutionalized habits of supporting their former proxies. We saw it with Russia in the balkans, China with N. Korea and we see it with ourselves and Israel.

It's a new world order, all of us need to move on, cooperate in our self interest and get at the business of free trade. Time to lose the dead weight - none of these former proxies contributes anything to the security of it's former benefactor, and all have problems that don't have to be THEIR problems.
