The heart of the entire problem here has ALWAYS BEEN the "ungoverned tribal areas" --- the places like North and South Waziristan where the central Pakistani government has NEVER held sway. How can any nation have a big chunk of it's territory officially a badland, out of all government control? Nature abhors a vacuum. Where there is no controlling power, someone or some thing will come in eventually and assert control....
