And, apparently, you are not much for understanding the actual details of government. President Obama's first budget will not even be put into place until the government fiscal year begins.... (In TIME he will have an actual track record that we can make up in the history books right next to the OFFICIAL records that Reagan, Bush, Clinton, and Bush II have recorded... but it AIN'T official yet.)
