They EACH have their own 'sainted' spending programs that they favor, their own pork, their own slush... and THAT is why government always runs unbalanced budgets... always has to BORROW to cover their shortfalls, because the structural incentives are to spend, spend, spend. That is why the ONLY thing that will ever suffice to produce balanced budgets out of Washington is a structural fix that TIES all the future politicians' hands and REQUIRES BALANCED BUDGETS. Anything short of that is just hot air and posturing.
