Early economic indicators suggest the economy is bottoming out, maybe even recovering somewhat. And it seems to me that it's happening without all the billions in stimulus,

Excellent observation. And in answer I will just say that I just shot off an email to my county commissioner this morning asking where is the Stimulus spending. We have two projects near me that have been begging for money and are shovel ready; one a road improvement to correct a very dangerous interchange that's all designed, the other fiber optics to serve my area that has no broadband access. None. The local utility has a design ready to go for the broadband and now they are telling me they don't want to release the project because then they might not get the stimulus money! Sooooo, the stimulus package in this case is causing jobs to be lost! Our economy here is roaring - but I realize that may not be typical. My commissioner wrote back and said they are still trying for the money through the stimulus package. So yes - not much spending yet.

Look at the Fedex numbers today and see how weak the underlying economy still is. We aren't out of this by a very long shot.

<<<Does all the stimulus billions waiting in the wings need to be expended just to goose the normal recovery along a little faster? That's the basic question. >>>

It is about jobs. We have nearly 10 percent unemployment. It does not look like jobs are coming back very quickly. Under the rosiest scenarios, the jobless rate will go up a few percentage points. If the situation does not turn around and instead nosedive, we could be seeing severe joblessness. Even at 10%, millions of jobless are suffering through no fault of their own.

Why should we risk pursuing the dangerous musings of fringe economists?

The suffering is real but the musings are nothing more than musings.
