Interesting. Without seeing a real bond and seeing these we have to rely on whatever Italian officials say about them. For now I'm guessing they are fake, somebody got scammed or was about to be scammed and that the forgeries weren't quite as good as made out to be. How would Italian officials know how good of a forgery they are unless they could compare to real bearer bond of $500m? Perhaps there was $135B worth of them because the scam story was somehow tied instead to found in a Jap bunker or Cave, but rather they were TARP funds?
