We don't "all" support PAYGO rules on budgeting, and a Balanced Budget Amendment for the American Constitution!

How about this for a STRUCTURAL REPAIR proposal...

Peg congressional salaries and campaign limits to budget cuts. The less they spend, the more they get paid.
