I remember that your friend has problems to run TXPro M560 @83Mhz. To run 83Mhz bus speed and 41.5Mhz PCI bus speed, lots of your current components might not be able to qualify for this kind of out-of-spec operation.

If you could not help your friend to dialog which ones fails to run on TXPro 83Mhz bus speed, I would like to suggest you to stay at 75Mhz bus speed system. You could find more information on 83Mhz bus speed from Tom Hardware Page. However, Pentium or PMMX are "weak" processors. The RAM works fine with Pentium @83Mhz might not work with either 6x86 or M2 @83Mhz at all.

Does anyone know where i can get a VPX97 motherboard that offers 83MHz and is stable?

If I am correct, pC-Chip VXPro (M537) motherboard should use the relabeled VIA VPX chipset. The VXPro motherboard has stable 83Mhz bus speed. My son is using K6-208Mhz (83x2.5) on VXPro motherboard. He recent added a 2MB scanned wallpaper that slowed down his 32MB system. I bought him a 10ns 32MB SDRAM to add to his 4 pcs 8MB Micron EDO. Everything work great with 3 banks fully occupied on VXPro motherboard. 64MB does speed up Win95.
