Exactly how it should be treated. Actually, it should not be part of the deficit last year at all (since it was a loan) and when the loan is repaid it should not be considered "revenue". But that gets into that cash/accrual thing you don't have the slightest understanding of, so there is no point. Obama handled the crisis perfectly.
