Because as long as the unit revenue in any country is higher than the unit variable manufacturing costs plus selling expenses, it makes sense from a microeconomic perspective.

The better question is why only Americans should be subsidizing the profits and the R&D budgets of Big Pharma. Shouldn't the Canucks have to do the same?
