No it hasn't. A representative from Toyota pretty much admitted that the Prius doesn't make any money. However, the positive PR has been invaluable.

Toyota actually makes their profit on the big cars, including SUVs and pickup trucks. That and their reputation for quality and reliability helps keep them on top.

You're pinning your hopes on the GM Volt, which itself will lose money on every car sold and will probably be plagued with reliability problems that has become a characteristic of GM. It's great technology, but you have to engineer it the right way, and that's not going to happen with Washington drawing up the blueprints.
