it's not the rewards, it's what doctors have to do to avoid being sued. All the tests. A doctor friend on mine says a guy comes in with a migraine, he knows the guy and he has migraines. But he can just give him an aspirin he has to give him a cat scan and other tests costing 10,000s just to cover his ass from asshole lawyers like you Ken.
