Why is it that our infant mortality rate is so high,then?

Your use of the word then in your question suggests that there's a direct causal relationship between our high infant mortality rate and our current health care system, as if the health care system itself is directly responsible... correct me if I'm mistaken...

But, if this is what you're suggesting, then I seriously doubt you can blame our high infant mortality rate on the quality of health care we have available in our country... if you break it down demographically, I would suspect you might find a higher infant mortality rate in the urban areas and probably due to poor prenatal care at home, lacking medical attention, and less than adequate parenting skills...

To turn the phrase, there's no reason to throw the baby out along with the dirty water... we surely can focus our tax investments in that direction, but there's no reason to re-invent the entire wheel all over again and buy four brand new tires when only one tire needs a little more air in it...
