No, and neither can insurance companies.

But the government can "jack down" reimbursements to providers, which they have done and continue to do to a point where providers are losing interest in doing business with them.

Many, many providers have already opted out of Medicaid. And the only thing keeping them in Medicare is their commitment to older patients. They lose money on every one of them they see.

If Obama does as he says and cuts reimbursements to physicians I predict we will have reports of physicians beginning to bail on Medicare programs as they have on 'caid. They're just not to continuing seeing patients that they lose money on.
