I too was shut out of Etrade. When I signed up there was no mention that just because the price was inexpensive that in some way the service was less viable. When I used a full sevice broker, I had similar results, during times of high demand he was rarely available immediately and since his company was a market maker in many stocks, I felt as though my market price buy was always above what the realtime ticker was saying.

I personally am very hopeful that given time, the discount on line services will expand access. In the meantime if I get in a crunch, I'll take my medicine the same as I did while using a full service broker.

If we as individual investors want to participate, it seems that on line investing is our best way, most of the time.

It was also true of Schwab which advertizes reliable service. I agree we should let the market decide, which is why I am against trading curbs.
