Abbas Ali Kadkhodaei, spokesman for the 12-member cleric Guardian Council, was quoted on state TV on Monday as saying a probe into the disputed election results has found that in 50 constituencies there were more votes cast than there were registered voters.

This is not evidence of cheating, as we learned when the Republicans tried to use this phony argument in their fraudulent voter fraud arguments. In an election with high turnout, you should expect the numbers to go over 100% in some areas because people move. And as we know, this election had massive turnout.
