That was definitely a great start.

Remember, Carter had run on a platform of ending nuclear proliferation. And his weakness only made it worse.

Reagan rejected the notion of MAD from the outset. When defending SDI (in '83, I believe) he famously said, "Would it not be better to save lives than to avenge them?" This was a clear, public reiteration of beliefs he had espoused since before taking office. He thought MAD was insane.

Had it not been for an idiotic ABM treaty (a deal cut by Kissinger and Nixon) we would have been miles ahead of where we are now on missile defense. Had it not been for lukewarm support from Democrats, we could have been even FURTHER along. Thank God for GWB, who invalided ABM in 2001.

As to your other post in regard to NK, do you think Obama behaved rationally in cutting missile defense expenditures by 15%? I don't. The best thing we can do WRT NK, it seems to me, is to shoot down (preferably, in the boost phase) any missile NK fires. Regardless of where it is headed.
