If fairly extensive, yes........after all, in most US elections, turnout is barely at 50%. When its isolated, no. In Iran, two whole provinces saw vote turnout greater than 100%. That's two out of what 7 provinces....that would be the equivalent of 15-20 states.

Besides, the situation in this country is different from Iran. In Iran, there is only one agency, the Interior Ministery, that is solely responsible for vote counting. There is no oversight to prevent rigging. In this country, there are more checks to prevent voter fraud.

I am curious.....why are you so intent on defending the status quo in Iran?
