The Stinger was first fielded in 1981. Do the math on that one. Carter was a big proponent of replacing men with remotely guided and controlled weapon systems. He was also big on man portable stuff that increased the lethality and survivability of troops. Reagan was more into nuclear weapons and large systems. There was more money for contractors in them than for creating the extremely deadly and hard to kill military we now have.
