Don't you think he would be using some other phone? It does not mean that the phone the press knew about is off. If he is smart he would have a recently purchased pre paid no contract phone. Un traceable because they would not know the number.

Think off tech for a while. Because its not technical.

They cannot distinguish between "off" and "out of range". Under either circumstance there is no tower reference.
