Hugh, if it was off, the provider tells you the phone is off or the user is out of coverage when you call. Do you use cell phones? Don't you think he would be using some other phone? It does not mean that the phone the press knew about is off. If he is smart he would have a recently purchased pre paid no contract phone. Un traceable because they would not know the number. Why are you defending him? What Sanford did was strange no matter what he was doing. In fact, what he was doing was destroying his political career.
