The fact it was called something else doesn't make it something else, they indeed could have existed under Carter despite the name change.

And none of it changes the fact that CJ lied when he implied that Carter provided the funding for the Aghan CIA operation. It was a lie. CJ knows damned well that Carter GUTTED the CIA in the four short years he was in office, he despised them, and would NEVER have done what Reagan (or for that matter, Wilson) did.
