ElM, they obviously don't have too many US$ or the sellers would not sell to the USA. The reason they sell to the USA is because they want the US$. The government is getting between the buyers and the sellers for the traditional kleptocratic reasons - to grab more money. If it has the effect of also doing a favour to their thieving friends, then all to the good. It's the same as what the USA does in trade restrictions which cause higher prices for the local yokels who laughably go ahead and vote for more of the same next election.

They scoffed at Ron Paul and Peter Schiff and voted for Obamamotors and Obamabank and before that King George II while putting Nancy Pelosi's gang in charge of wasting $trillions.
