Like cruising subs on the surface with missile hatch's open right outside international waters. Stopping many Iranian ships in open seas. Flying and dropping leaflets over their land. Smuggling weapons to the revolutionary leaders. Planting bombs near nuclear labs. Lots of stuff you are unable to think of. Do you think that's what Iran should have done to the US when there was a dispute over the presidential election in 2000? They would have if they were able, but they either don't have the weapons or are too weak.
