other people find it very hard but succeed, others fail, and fail, and fail again. Each person has their own different experience with the addiction. Why is Obama's difficulty with it supposed to set the agenda for the whole country?

Because nicotine is one the most addictive drugs and Obama's experience with quitting is typical of what most people experience.
