Stardust can be changed and combined so that it has the potential, but it doesn't already have the potential within itself.

A fertilized egg already is a human, just one in a very early stage of development. If properly supported it will develop in to a fetus, than an infant, than a child, than an adolescent, than an adult; all different developmental stages for humans.

Stardust, or sperm and ova for that matter, are not developmental stages of humans.
