By that logic, the Chinese have ABM capability, since they downed a satellite before we did.

I didn't say that, of course. You like to trot out straw men when cornered.

Clearly we do not. We will have when development is completed. Again, it might be fun to use it as a test. But there is no guarantee of success and a failure would give NK a chance to save face.

We do have a working system, but it isn't very flexible. We have a couple in development that are more flexible. But that isn't the same thing.
