"IF they are allowed to continue down this path for another 10 years, there is very little doubt they will progress to that point." There is a lot of doubt. For one, the present leadership is not likely to be around in 10 years. If the new leadership has any brains, they will realize they are spending a lot of money to develop something they can't use. Might not, but it isn't a dead certainty. In addition, it isn't really likely that China will sit on their hands while they do the necessary testing.
