Yes, you are right. The periphery did not understand the game in the first place. They wasted a lot of time, trying to replicate what was succeeding elsewhere.

Everything changed once: Sorbonne teacher FHC told: "Forget what I wrote". And the socialist working class hero Lula embraced capitalism.

As you can see it reached a point in time where both the shirted and the shirtless learned the game.
