The Russians claim today that they have the capability to penetrate our ABM systems. With a single missile. It'd be real interesting to call them on it!

Sigh. There you go again...

Yes, there will be upgrades over it's lifespan. But, as with any military project, there is a R&D phase and a deployment phase. Deployment isn't done until they are reasonably certain the system works as specified and has had its capabilities tested. Which hasn't been done yet.
