Depends on a lot of things.

If there were "billions and billions" of untaxed income there, the 1099 reporting would have been changed 20 years ago to require it.

IRS carefully measures such things through TCMP. If the TCMP people determine there are substantial tax amounts disappearing (and TCMP's statistical-gathering process is absolutely adequate to make such a determination), then it would be a stroke of Geithner's pen to make 1099s mandatory for it (no new legislation would be required, it is a regulatory matter).
