I'm sure it seems that way. However, to really make progress on this massive of a shift away from fossil fuels, you really do have to address it at all levels. It has to be a pervasive change, which is why the bill is so dense.

Then here's the kicker. If you want to throw the Cap and Trade piece on top of the change, then you have to build up massive regulatory bodies to hold the fraud and abuse down to a tolerable level.

That's the primary reason why I'm against Cap and Trade. It can fail under its own weight. It's a bad implementation of a good idea. I prefer a carbon tax. But before that, I prefer a gasoline tax to most directly impact our biggest problem, which is oil dependence, which I think is more urgent than climate change (which I also believe is important).
