Of course, the only way out will be to bribe the code enforces. That's what you already have to do. Pass some money under the table. Happens everyday and all the time. Otherwise you'll never get anything done.

The cost of bribery just went way up.

Soon we will have to pay a tax on our personal carbon emissions, perhaps by body weight.

Do you know for sure it has to be brought into compliance? The way it has been in the past is that you are required to get an inspection, but the buyer can always buy AS IS, without the deficiencies being fixed. If you find a link that proves that it must be brought up to some standard let me know. That was not my understanding, but am curious.
