That's what my neighbor had to do to do. He is actually making money and wants to expand. So he bought a commercial building which he is renovating to his specifications. But he said as he is not a contractor, he had to hire a facilitator to get the permits and of course he doesn't know officially what the facilitator does to get the permits. But no facilitator, no permits.
