Frank, having a process is important. Equally important is having an effective process. Finally, effective execution.

If we can't learn from experience of past success or from the success of others, then we deserve what we get.

[1] the clarity of vision and resulting success then
[2] what's being achieved in other jurisdictions now.

At present, you have the legislative process; alone, that's clearly insufficient, going right back to '96.

You need informed guidance, policy and direction. You can't just parachute people onto a logjam; no matter how good they may be, their competence will be wasted. The logjam itself must be cleared.

You need a better process: QED.
