It was in orbit tracking on a well modeled path and very predictable path.

So, you are now an expert in NK technology? The first generation Mylar balloons don't take up much space or mass very much. To claim that NK can build an ICBM, however primitive, and not be able to do a simple decoy is, well, amazing.
