The President is term limited. Yet Bush and his appointees Paulson and Bernanke were major players in this fiasco.

In fact TARP couldn't have happened without Bush, Paulson and Bernanke. It was Paulson (serving the term limited George Bush) who went to congress and said he had to have the money, no strings attached, or there would be a catastrophe.
