Steve, > You can't sue the govt Z. Sure you can. If you're a black firefighter and your peers play a prank on you, you can sue the fire department for racism. If you get into a car accident that leaves you paralyzed, you can get more from a lawsuit if the person that hit you was a government worker vs. if the person that hit you was an uninsured motorist. There are lots of examples of the government being shaken down by lawsuits. The deepest pockets get sued, and there are no pockets that are deeper than that of the government. Tenchusatsu
