It's a proven fact that if they can't pay now, somewhere down the line they will fall in arrears again. OR, they will walk because they see it as hopeless to pay a mortgage on a house that's less 50% of what they bought it for.

If its a proven fact, banks would not do forebearance workouts. Many a mortgage payment has been reduced temporarily to get people over a bad hump. Not all people can be saved that way but some can.
