Still, Wal-Mart’s action is surprising for a company that has often fought with unions and has had a reputation as being stingy with benefits.

Not surprising if either

1 - They figure its going to happen anyway and by getting out in from they get good press and the ability to influence the bill.

or

2 - They figure that they will be able to handle the cost better then their competitors (perhaps because of their size), so that even while the direct effect is harmful to Wal-mart the indirect effect is for them to benefit from reduced competitive pressures.
