At its cherry-picking peak, Amerigroup spent only 48% of Medicaid money on doctors, hospitals and pharmacy bills--the state expected Amerigroup to pay out 85%--while the rest went to overhead and profits.

Cherry-picking by HMO's was absolutely predictable and obvious to everyone in the field - except to the wise federal regulators, who came up with the idea and run the entire thing. That's another example of how good feds are at running healthcare.
